From owls to wages, Santana Row calls for tight coordination

Before jackhammers ripped through a weathered San Jose strip mall to make way for Santana Row, one of the most ambitious upscale shopping center and instant cities under development in the country, somebody had to catch the three burrowing owls that lived in holes near the back of the property.
